| (1) | Unmanned free balloons are exempted from these regulations, except that no unmanned free balloon operations shall take place without the prior permission of the Director and on the conditions determined by him or her. |
| (2) | For purposes of this regulation, the mass release of toy balloons shall be considered to be the launch of an unmanned free balloon. |
