| (1) | A learner in terms of this Part shall— |
| (a) | be 14 years or older, if undergoing solo flight training; or |
| (b) | be 10 years or older, if undergoing dune soaring solo flight training under direct supervision of a flight instructor. |
| (2) | If a learner referred to in subregulation (1) is a minor, a legal guardian shall provide a letter of consent stating acceptance of liability for damage or injury to persons or property, on the ground or in the air, prior to the issuance of such certificate. |
