| (1) | The Commissioner is the head of the Civil Aviation Authority’s administration and manages the Civil Aviation Authority. |
| (2) | The Commissioner has the powers and must perform the duties conferred or imposed upon him or her by this Act and such powers and duties that may be assigned to him or her by the Minister. |
| (3) | In the exercise of the powers and performance of duties referred to in this Act, the Commissioner is accountable— |
| (a) | to the Minister in respect of issues relating to civil aviation safety, security and environmental protection oversight; and |
| (b) | to the Civil Aviation Authority Board in respect of the implementation of governance policies that are directed by the Civil Aviation Authority Board. |
| (4) | The Commissioner must submit a quarterly report to the Minister on the execution of his or her functions. |
