| (1) | A person shall not enter or be allowed to enter a free balloon while under the influence of alcohol or a drug having a narcotic effect, to the extent where the safety of such balloon or its occupants is, or is likely to be, endangered. |
| (2) | The operator shall establish procedures to ensure that any person referred to in subregulation (1) is— |
| (a) | refused embarkation; or |
| (b) | if such person is on board, restrained or disembarked. |
