| (1) |
An air service operator shall ensure that all personnel assigned to, or directly involved in ground and flight operations, are properly instructed, have demonstrated their abilities in their particular duties and are aware of their responsibilities and the relationship of such duties to the operation as a whole. |
| (2) |
An air service operator shall ensure that a flight operation officer or flight dispatcher in conjunction with a system of control and supervision of flight operations provided in regulation 121.07.1— |
| (a) |
assist a PIC in flight preparation and provide relevant information; |
| (b) |
assist a PIC in preparing an operational flight plan and ATS flight plans, sign where applicable, and file ATS flight plan with appropriate ATSU; |
| (c) |
where applicable, assist a PIC in preparing a preliminary flight plan, and submit such plan to an appropriate ATSU; |
| (d) |
sign, where applicable, and file a flight plan with an appropriate ATSU; |
| (e) |
furnish a PIC while in flight, by appropriate means, with information which may be necessary for the safe conduct of a flight; and |
| (f) |
notify an appropriate ATSU when a position of an aeroplane cannot be determined by an aeroplane tracking capability and attempts to establish communication are unsuccessful. |
