The operator may implement instrument approach and departure procedures other than instrument approach and departure procedures referred to in regulation 91.07.11, if required: Provided that such instrument approach and departure procedures have been approved by —
| (a) | the appropriate authority of the State in which the aerodrome to be used, is located; and |
| (b) | the Director. |
