No operator shall operate a helicopter in terms of this Part unless the operator is the holder of, and complies with the conditions of, a valid air operator certificate including the operations specifications attached thereto, and the relevant air services license issued in terms of the Air Services Licensing Act, No. 115 of 1990, or the International Air Services Act, No. 60 of 1993.
