| (1) | An applicant for an RPL may not be issued with an RPL unless he or she has demonstrated or provided proof of his or her proficiency to read, speak and understand the English language as prescribed in Document SA-CATS 61. |
| (2) | A holder of an RPL may not exercise the privileges of such a licence without a valid language proficiency rating. |
