| (1) | The applicant shall establish a quality assurance system containing an aviation safety programme, for the control and supervision of the operation and maintenance of the heliport and its services and facilities in accordance with the regulations in this subpart. |
| (2) | The minimum standards for a quality assurance system shall be as prescribed in Document SA-CATS 139. |
