An applicant for the issuing of a Grade Two air traffic service instructor (operational) rating shall—
| (a) | be not less than 21 years of age; |
| (b) | hold a valid air traffic service licence; |
| (c) | hold at least one valid air traffic service rating; and |
| (d) | have successfully completed the training referred to in regulation 65.14.2. |
