The operator of a commercial air transport free balloon shall—

(a)	establish procedures and instructions containing ground personnel and flight crew member’s duties for all types of operations on the ground and in flight; and

(b)	establish a checklist system to be used by flight deck crew member for all phases of operation under normal, abnormal and emergency conditions, to ensure that the operating procedures in the operations manual referred to in regulation 136.04.2, are followed.
