| (1) | The Director shall issue an SPL or an ISPL if an applicant complies with the requirements prescribed in this Subpart. |
| (2) | Upon receipt of an SPL or an ISPL, a holder must immediately affix his or her signature thereon in ink in the space provided for such purpose. |
| (3) | An SPL or an ISPL shall be endorsed with a name of an ATO at which a holder is registered. |
| (4) | Subject to the provisions of subregulation (5), training of a holder of an SPL or an ISPL shall only be conducted under the auspices of an ATO at which such holder is currently registered. |
| (5) | Where an ATO is unable or not approved to offer a specific training component, a student pilot may be referred to another approved ATO, provided that such referral— |
| (a) | is only done for the purpose of providing a specified training component; |
| (b) | is done by completing the appropriate form; and |
| (c) | complies with referral procedure prescribed in Document SA-CATS 61. |
