| (1) |
An air service operator shall ensure that all personnel assigned to, or directly involved in ground and flight operations, are properly instructed, have demonstrated their abilities in their particular duties and are aware of their responsibilities and the relationship of such duties to the operation as a whole. |
| (2) |
An air service operator shall ensure that a flight operations officer or flight dispatcher in conjunction with the system of control and supervision of flight operations provided in regulation 135.07.1— |
| (a) |
assists a PIC in flight preparation and provides relevant information; |
| (b) |
assists a PIC in preparing an operational flight plan and ATS flight plans, sign, where applicable, and file an ATS flight plan with an appropriate ATSU; |
| (c) |
where applicable, assist a PIC in preparing a preliminary flight plan, and submit it to an appropriate ATSU; |
| (d) |
sign, where applicable, and file a flight plan to a unit designated by an appropriate ATS authority and appropriate ATSU; |
| (e) |
furnishes a PIC while in flight, by appropriate means, with information which may be necessary for the safe conduct of a flight; and |
| (f) |
notifies an appropriate ATSU when a position of an aircraft cannot be determined by an aircraft tracking facility and where attempts to establish communication are unsuccessful. |
