| (1) | This Part applies to— |
| (a) | the issuance of paraglider and hang-glider pilot certificates, category ratings, and endorsements; |
| (b) | the recognition and validation of a foreign licence or certificate issued by an appropriate authority of a foreign State, provided that a holder of such licence or certificate may only exercise the privileges of that licence or certificate; and |
| (c) | the recognition of a person who holds an international pilot’s proficiency identification recognised by the Federation Aeronautiqué Internationale for the purposes of Federation Aeronautiqué Internationale sanctioned events, or at an event conducted in terms of a manual of procedure approved by the Director. |
