| 5.1 | The parties acknowledge that the spread of COVID-19 has thrown the Council's normal substantive negotiations processes into disarray, through no fault of either employers or the trade union. |
| 5.2 | The parties accordingly agree to postpone the commencement of the 2020 round of substantive bargaining to a future date to be agreed between the parties and confirm that any agreement reached when the 2020 round of bargaining is eventually concluded shall be backdated to 1st September 2020. |
