| (1) | An applicant an RPC may not be issued with an RPC unless he or she has demonstrated or provided proof of his or her proficiency to read, speak, and understand the English language as prescribed in Document SA-CATS 61. |
| (2) | A holder of an RPC may not exercise the privileges of an RPC issued without a valid language proficiency rating. |
