| (1) | The owner of an aircraft shall, if the aircraft flies to, from, within or over the Republic, hold a valid certificate of registration for such aircraft issued by— |
| (a) | the Director, or |
| (b) | an appropriate authority. |
| (2) | An aircraft shall not be registered in the Republic if registered in any other country. |
