Part 60 of the regulations is based on the requirements as described in the ICAO Document 9625, AN 938 Manual of Criteria for Qualification of Flight Training Devices and added to where necessary by using existing JAR-FSTD regulations and the Federal Aviation Regulations of the United States of America where acceptable.
