Upon the expiry of a certificate of fitness and in each of the cases mentioned in regulation 25(2) and 26(1), the owner or skipper of the vessel in respect of which the certificate of fitness was issued must upon demand by the Authority or authorised agent surrender the certificate to the authority or authorised agency.
