| (1) | Subject to subregulation (2), these Regulations apply to all South African ships of 500 tons or more, engaged in international voyages, wherever they may be. |
| (2) | These Regulations do not apply to— |
| (a) | fishing vessels; and |
| (b) | vessels operating solely within port limits. |
