| (1) | Annex 3 prescribes— |
| (a) | the fees payable to the Director-General; and |
| (b) | the circumstances, and the manner, in which the fees are to be paid. |
| (2) | If Annex 3 prescribes a fee for the doing of an act or thing, the Director-General may refuse to do the act or thing unless— |
| (a) | the fee is paid; or |
| (b) | arrangements for its payment have been made to the satisfaction of the Director-General. |
