| (1) | Regulation 23 of the Merchant Shipping (Safe Manning) Regulations, 1999, has effect for the purpose of determining the equivalency of certificates of competency and of qualification, including the endorsements thereto, issued under the Act before the commencement of these regulations, or thereafter in accordance with regulation 72. |
| (2) | The certificates referred to in subregulation (1) are to be exchanged for the corresponding new certificates within the time and in the manner specified by the Authority. |
