If any person proves to the satisfaction of the Authority that he has lost or been deprived of a valid certificate of competency, service or qualification granted him under this Act or the Merchant Shipping (Certificates of Competency) Act 45 of 1925, the Authority may, upon payment of such fee as may be prescribed, issue to that person a certified copy of the said certificate, and such copy shall be regarded as having the same force and effect as the original.
