If during the progress of the examination the examiner finds that a candidate for examination for a licence suffers from any physical or mental infirmity such as to render him incompetent to perform the work of a Compass Adjuster, he shall, if the candidate so desires, allow him to complete the examination and shall report the matter to the Director-General for such action as he may deem necessary.
