The requirements for the issue, recognition and endorsement of certificates of competency and of qualification prescribed by the regulations referred to in regulation 71(1)(a) to (c) shall continue to have effect until 1 February 2002 in relation to persons who commenced qualifying service or an approved education and training programme or an approved training course before 1 January 1999.
