The purpose of these regulations is to:
| (1) | Establish a carrier pre-selection framework in terms of which subscribers to an electronic communications service licensee can access the electronic communications services of another ECS licensee; |
| (2) | Establish which ECNS licensees must make the necessary electronic communications facilities available for the implementation and proper functioning of carrier pre-selection; and |
| (3) | Define the electronic communication services subject to carrier pre-selection. |
