| (1) | The Panel must consider relevant matters and prepare a submission with recommendations to the Authority. |
| (2) | Every recommendation of the Panel must be: |
| (a) | recorded in writing; |
| (b) | within the scope of these Regulations; |
| (c) | based on reliable information; and |
| (d) | submitted by the Chairperson to the Authority. |
