| (a) | The regulations shall apply to broadcasting service licensees who intend to apply for mobile television multiplexes to provide new broadcasting content. |
| (b) | Licensees which intend to simulcast using their existing DTT multiplex, cable or satellite technologies do not have to apply for spectrum on MDTT1 and MDTT2 for the purposes of simulcast. |
