| (1) | The Registrar must refuse to register a business if one or more of the requirements set out in section 12(1) are not complied with. |
| (2) | The registrar must refuse to register premises if one or more of the requirements set out in section 12(2) are not complied with. |
| (3) | If the Registrar refuses an application for registration in terms of subsection (1) or (2), the Registrar must, within 21 days of the date of the refusal, notify the applicant of the refusal and furnish written reasons to the applicant for such refusal. |
