A provincial head of social development may by way of a written notice of enforcement instruct—
| (b) |
a person operating or managing a partial care facility or a child and youth care centre which does provide an early childhood development programme but of a standard that does not comply with the prescribed national norms and standards contemplated in section 94 and such other requirements as may be prescribed, to comply with those national norms and standards and other requirements within a period specified in the notice; or |
| (c) |
a person who provides an early childhood development programme which does not comply with the prescribed national norms and standards contemplated in section 94 and such other requirements as may be prescribed— |
| (i) |
to stop the provision of that programme; or |
| (ii) |
to comply with those national norms and standards and other requirements within a period specified in the notice. |
