| 4.1 | This Policy seeks to— |
| 4.1.1 | give effect to section 4(1) of the Act, a legislative measure contemplated in section 6(4) of the Constitution; |
| 4.1.2 | promote the equitable use of all 11 official languages; |
| 4.1.3 | regulate and monitor the use of official languages in the Department; |
| 4.1.4 | facilitate equitable access to the services offered by the Department; |
| 4.1.5 | to promote good language management in the Department for efficient public service administration and service delivery; |
| 4.1.6 | maintain effective communication in the Department and facilitate access to services, resources, programmes, information and knowledge for all South Africans; and |
| 4.1.7 | redress the linguistic inequalities of the past, which resulted in the underdevelopment of indigenous African languages and discrimination against speakers of such languages. |
