| 7.1 | In promoting the use of the indigenous languages and all the official languages of the Republic, including South African Sign Language, the DFFE adopts all 11 official languages of the Republic as its official languages and, on request. takes the following use of the official languages into consideration, subject to paragraph 7.2 below. The DFFE recognises the Khoi, San and Nama languages. |

| 7.2 | The following factors will be taken into account in arriving at the choice of official language(s) the DFFE will use in each context/situation, while honouring the spirit of the Constitution: |

| 7.2.3 | Cost and budget availability; |
| 7.2.4 | Regional circumstances; and |
| 7.2.5 | Availability of capacity. |
