In accordance with the provision of Section 93A (1)(b) of the National Land Transport Act 5 of 2009, as amended, I, BD Creecy, MP, Minister of Transport hereby grant the Western Cape Province/Provincial Regulatory Entity an exemption from the provision of Section 23, subject to the following conditions:
| (a) | This exemption applies solely to the provision of Section 23 of the Amendment Act; |
| (b) | this exemption shall be valid for a period of twelve (12) months calculated from the date of publication of the exemption notice in the government gazette to allow Western Cape sufficient time to convert its Provincial Regulatory Entity to comply with section 23 of the Amendment Act; and |
| (c) | this exemption does not absolve the Western Cape Province from complying with any other applicable national or provincial legislation. |
