KwaZulu-Natal Road Traffic Regulations, 2023

5. Licence numbers

 

(1) All vehicle owners or proxies of vehicle owners—
(a) who register new motor vehicles, including municipal vehicles;
(b) who reregister vehicles as new owners; and
(c) whose stolen vehicles are recovered and relicensed in the owner's name,

must be issued with new licence numbers, as depicted in Annexure 1,after the commencement date of the new KwaZulu-Natal licence numbering system on 1 December 2023.

 

(2) Any vehicle owner who would like to change their discrete licence number to the new KwaZulu-Natal licence numbering system, as depicted in Annexure 1, prior to their motor vehicle licence expiring, may do so, upon payment of the applicable motor vehicle adjustment licence fees.

 

(3) No one may retain a discrete licence number.

 

(4)        Any discrete licence number plates that are—

(a) lost;
(b) damaged; or
(c) stolen,

prior to the expiry of the 24 month period contemplated in sub-regulation (6), must change to the new KwaZulu-Natal licence number system, as depicted in Schedule 1, and the owner of the vehicle or proxy of the of the vehicle owner, must pay the applicable motor vehicle adjustment licence fees.

 

(5) Any licence discissued on a discrete licence numberthat is lost or stolen, must be changed to the new KwaZulu-Natal licence numbering system, as depicted in Annexure 1, and the owner of the vehicle or proxy of the vehicle owner, must pay the applicable motor vehicle adjustment licence fees.

 

(6) Discrete licence numbers only remain valid for a period of 24 months from the commencement date of the new KwaZulu-Natal licence numbering system.

 

(7) The owner of a vehicle, which has an existing personalised licence number allocated to that vehicle, or the proxy of that vehicle owner, must change his or her licence number plate to the new licence number plate format, within 24 months of the commencement of these Regulations.

 

(8) The owner of an existing personalised licence number, which has not been allocated to a vehicle, must, once it has been allocated to a vehicle, change his or her licence number to the new licence number plate format at his or her own expense.

 

(9) After the new licence KwaZulu-Natal lcence numbering system comes into effect as contemplated in sub-regulation (1), any holder of an existing personalised licence number who wishes to change that number,may do so upon payment of the prescribed fee for the purchase of a new personalised licence number.

 

(10) No holder of a specific licence number may sell or retain that licence number.

 

(11) The owner of a vehicle who purchased a specific licence number, may, upon the renewal of the vehicle licence,or within 24 months of the commencement of these Regulations, change the specific licence number to a personalised licence number at no cost to him- or herself, or forfeit that specific licence number without reimbursement.

 

(12) The holder of a specific licence number, who purchased that specific licence number, but did not allocate it to a vehicle, may change that specific licence number to a personalised licence number, at no cost to him- or herself, or forfeit that specific lcence number without reimbursement.

 

(13)        

(a) The holder of a specific licence number, who purchased that number, must be given first option to change that number to a personalised licence number: Provided that the combination of numbers is available.
(b) If the combination of numbers is not available, the holder may change to a personalised licence number at no cost: Provided that if the change is made prior to the motor vehicle licence expiry date, the applicable licence adjustment fees must be paid by the holder.
(c) A surviving spouse, who inherited a specific licence number, may apply for a personalised licence number of his or her choice—
(i) at no cost,if the prescribed fee was paid for by the deceased spouse; or
(ii) upon payment of the prescribed fee, if the said fee was not paid for by the deceased spouse,

prior to 1 December 2023.

 

(14) If a vehicle has been allocated a specific licence number that the holder has not purchased, his or her motor vehicle must, upon renewal of the licence disc, be allocated a system-generated licence number or a personalised licence number, which he or she must purchase at the prescribed fee.

 

(15) No special licence marks and numbers may be allocated to vehicles of any entities, including municipalities, which must adopt the new KwaZulu-Natal licence numbering system format within 24 months of the date of commencement of the new KwaZulu-Natal licence numbering system.
