| (1) | The Council must appoint the rector, after consultation with the Senate and the Institutional Forum and in accordance with the procedures prescribed in the rules, and must determine the duties, functions, privileges and conditions of service of the rector. |
| (2) | The rector must be capable and suitably qualified and experienced for the office. |
