I, Modiegi Radikonyana, in my capacity as the Acting Head of the National Disaster Management Centre, after having deliberations with the City of Cape Town and Western Cape Provincial Disaster Management Centre on 05 January 2021 regarding the damages experienced within the Masiphumelele informal settlement in the City of Cape Town as a result of a fire, and having considered the information and recommendation received from the Western Cape Provincial Disaster Management Centre, hereby in terms of Section 23 of the Disaster Management Act, 2002 (Act No. 57 of 2002) classify the occurrence as a local disaster.

 

Consequent to the classification of this occurrence as a local disaster in terms of section 23 of the Disaster Management Act (2002), the primary responsibility for the coordination and management of this occurrence is designated to the City of Cape Town. The implementation of section 55(2) of the Act will be supported to allow extraordinary measures to be taken in respect of this disaster.

 

Notwithstanding the assistance organs of state may have already provided to the City of Cape Town in terms of Section 23(8) of the Act, due to the nature of the damage and the effects of this disaster, I hereby, in terms of Section 15(2)(aA), call upon the relevant organs of state to support the disaster management structures to ensure that relief, recovery and reconstruction measures are put in place to enable the City of Cape Town to effectively deal with the effects of this disaster.

 

It should be further noted that, in case that a local state of disaster is declared, all affected sectors are expected to prepare and submit detailed reports as prescribed in section 24 (4)-(8) of the Disaster Management Act, 2002.
