Establishment of a Statutory Measure and Determination of a Differentiated Ad-Hoc Levy on Planted Fruit Hectares for Funding of an Area-Wide Bactrocera Dorsalis Eradication Programme in specified production regions

6-7. Amount of levy

 

6. The amount of the ad-hoe levy on the planted hectares in the specified production regions shall not be more than R1,367/ha in year 1 with a 7% annual CPI adjustment in the subsequent years. The actual per hectare levy will depend on the size of the specified production region.

 

The costs do not include delimiting surveys as this part of the programme will continue to be funded using existing funds within the ongoing FruitFly Africa operational budget as agreed with the Department of Agriculture.

 

7. The amount of the levy on the planted hectares in the specified production regions shall be:

 

7.1 In the production region generally known as the Hex river valley region:
• Not more than R1,367/hectare from the date of publication to 30 June 2026;
• Not more than R1,463/hectare for the 12-month period from 1 July 2026 to 30 June 2027;
• Not more than R1,565/hectare for the 12-month period from 1 July 2027 to 30 June 2028;
• Not more than R1,675/hectare for the 12-month period from 1 July 2028 to 30 June 2029;

 

7.2 In the production region generally known as the De Wet region:
• Not more than R1,367/hectare from the date of publication to 30 June 2026;
• Not more than R1,463/hectare for the 12-month period from 1 July 2026 to 30 June 2027;
• Not more than R1,565/hectare for the 12-month period from 1 July 2027 to 30 June 2028;
• Not more than R1,675/hectare for the 12-month period from 1 July 2028 to 30 June 2029;

 

7.3 In the production region generally known as the Brandwacht region:
• Not more than R1,367/hectare from the date of publication to 30 June 2026;
• Not more than R1,463/hectare for the 12-month period from 1 July 2026 to 30 June 2027;
• Not more than R1,565/hectare for the 12-month period from 1 July 2027 to 30 June 2028;
• Not more than R1,675/hectare for the 12-month period from 1 July 2028 to 30 June 2029;

 

7.4 In the production region generally known as the Elgin Grabouw  region:
• Not more than R1,367/hectare from the date of publication to 30 June 2026;
• Not more than R1,463/hectare for the 12-month period from 1 July 2026 to 30 June 2027;
• Not more than R1,565/hectare for the 12-month period from 1 July 2027 to 30 June 2028;
• Not more than R1,675/hectare for the 12-month period from 1 July 2028 to 30 June 2029;

 

7.5 In the production region generally known as the Vyeboom  region:
• Not more than R1,367/hectare from the date of publication to 30 June 2026;
• Not more than R1,463/hectare for the 12-month period from 1 July 2026 to 30 June 2027;
• Not more than R1,565/hectare for the 12-month period from 1 July 2027 to 30 June 2028;
• Not more than R1,675/hectare for the 12-month period from 1 July 2028 to 30 June 2029;

 

7.6 In the production region generally known as the Hemel & Aarde valley  region:
• Not more than R1,367/hectare from the date of publication to 30 June 2026;
• Not more than R1,463/hectare for the 12-month period from 1 July 2026 to 30 June 2027;
• Not more than R1,565/hectare for the 12-month period from 1 July 2027 to 30 June 2028;
• Not more than R1,675/hectare for the 12-month period from 1 July 2028 to 30 June 2029;

 

7.7 In the production region generally known as the Warm Bokkeveld (including Hamlet, Eselfontein road and Onder Swaarmoed)  region:
• Not more than R1,367/hectare from the date of publication to 30 June 2026;
• Not more than R1,463/hectare for the 12-month period from 1 July 2026 to 30 June 2027;
• Not more than R1,565/hectare for the 12-month period from 1 July 2027 to 30 June 2028;
• Not more than R1,675/hectare for the 12-month period from 1 July 2028 to 30 June 2029;

 

7.8 In the production region generally known as the Koue Bokkeveld  region:
• Not more than R1,367/hectare from the date of publication to 30 June 2026;
• Not more than R1,463/hectare for the 12-month period from 1 July 2026 to 30 June 2027;
• Not more than R1,565/hectare for the 12-month period from 1 July 2027 to 30 June 2028;
• Not more than R1,675/hectare for the 12-month period from 1 July 2028 to 30 June 2029;

 

7.9 In the production region generally known as the Agter-Witzenberg  region:
• Not more than R1,367/hectare from the date of publication to 30 June 2026;
• Not more than R1,463/hectare for the 12-month period from 1 July 2026 to 30 June 2027;
• Not more than R1,565/hectare for the 12-month period from 1 July 2027 to 30 June 2028;
• Not more than R1,675/hectare for the 12-month period from 1 July 2028 to 30 June 2029;

 

7.10 In the production region generally known as the Bo-Swaarmoed  region:
• Not more than R1,367/hectare from the date of publication to 30 June 2026;
• Not more than R1,463/hectare for the 12-month period from 1 July 2026 to 30 June 2027;
• Not more than R1,565/hectare for the 12-month period from 1 July 2027 to 30 June 2028;
• Not more than R1,675/hectare for the 12-month period from 1 July 2028 to 30 June 2029;

 

7.11 In the production region generally known as the Wolseley  region:
• Not more than R1,367/hectare from the date of publication to 30 June 2026;
• Not more than R1,463/hectare for the 12-month period from 1 July 2026 to 30 June 2027;
• Not more than R1,565/hectare for the 12-month period from 1 July 2027 to 30 June 2028;
• Not more than R1,675/hectare for the 12-month period from 1 July 2028 to 30 June 2029;

 

7.12 In the production region generally known as the Tulbagh  region:
• Not more than R1,367/hectare from the date of publication to 30 June 2026;
• Not more than R1,463/hectare for the 12-month period from 1 July 2026 to 30 June 2027;
• Not more than R1,565/hectare for the 12-month period from 1 July 2027 to 30 June 2028;
• Not more than R1,675/hectare for the 12-month period from 1 July 2028 to 30 June 2029;

 

7.13 In the production region generally known as the Langkloof  region:
• Not more than R1,367/hectare from the date of publication to 30 June 2026;
• Not more than R1,463/hectare for the 12-month period from 1 July 2026 to 30 June 2027;
• Not more than R1,565/hectare for the 12-month period from 1 July 2027 to 30 June 2028;
• Not more than R1,675/hectare for the 12-month period from 1 July 2028 to 30 June 2029;

 

7.14 In the production region generally known as the Lower Orange River (Table grapes)  region:
• Not more than R1,367/hectare from the date of publication to 30 June 2026;
• Not more than R1,463/hectare for the 12-month period from 1 July 2026 to 30 June 2027;
• Not more than R1,565/hectare for the 12-month period from 1 July 2027 to 30 June 2028;
• Not more than R1,675/hectare for the 12-month period from 1 July 2028 to 30 June 2029;

 

7.15 In the production region generally known as the Lower Orange River (Citrus)  region:
• Not more than R1,367/hectare from the date of publication to 30 June 2026;
• Not more than R1,463/hectare for the 12-month period from 1 July 2026 to 30 June 2027;
• Not more than R1,565/hectare for the 12-month period from 1 July 2027 to 30 June 2028;
• Not more than R1,675/hectare for the 12-month period from 1 July 2028 to 30 June 2029;
