The levy imposed in terms of clause 5 and 6 shall—
| (a) | be payable by ginners on behalf of producers/agents/suppliers of seed cotton, on a monthly basis for all cotton processed by the ginnery; and |
| (b) | be payable to Cotton South Africa. |
