Notwithstanding any provision to the contrary in this Act contained, the council may refuse to register any person under section 18 or 19 or to restore the name of any person to a register, if, in the opinion of the council, such person is by reason of a conviction, in the Republic or elsewhere, of a prescribed offence, not fit to practise as a dental technician or a dental technologist, or to be a student dental technician or a student dental technologist.
