A complaint must be lodged at the Provincial Office of the area where the alleged violation of a fundamental right took place: Provided that if a member of staff of a Provincial Office wishes to lodge a complaint about the violation of a fundamental right that occurred in the area of the Provincial Office where he or she is employed, the said member should lodge such complaint at the Provincial Office closest to where he or she is employed.
