28. Regional Committees

 

28.3 Nomination of Regional Committee Members

 

Members nominated to a Regional Committee shall be knowledgeable with regard to construction sector education and training matters and committed to the advancement of skills development for the sector.

 

The members of a Regional committee shall be nominated as follows:

 

28.3.1 Three members per province representing employers who shall be nominated as follows:
28.3.1.1 One by members of the established building industry;
28.3.1.2 One by members of the emerging building/civil engineering industry;
28.3.1.3 One by members of the established civil engineering industry;
28.3.2 Three members per province representing employees in the industry who are members of trade unions who are actively involved in the construction sector in the province concerned who shall be nominated by such trade unions;
28.3.3 One member per province who shall be nominated jointly by interested provincial departments after consultation with one another;
28.3.4 Two members who shall be nominated jointly by accredited education and training providers in the province;
28.3.5 Co-opted members, who shall be nominated by the Regional Committee;
28.3.6 Alternate members:

The following alternate members shall be nominated:

28.3.6.1 Three alternate members per province representing employers who shall be nominated as follows:
28.3.6.1.1 One by members of the established building industry;
28.3.6.1.2 One by members of the emerging building/civil engineering industry;
28.3.6.1.3 One by members of the established civil engineering industry;
28.3.6.2 Three alternate members per province representing employees in the Industry who are members of trade unions who are actively involved in the construction sector in the province concerned who shall be nominated by such trade unions;
28.3.6.3 One alternate member per province who shall be nominated jointly by interested provincial departments after consultation with one another.

 

28.4 Powers and Duties of Regional Committees

 

Regional Committees shall:

28.4.1 Elect a Chairperson from amongst its members;
28.4.2 Generate inputs for the region (by province) to be included in the SSPs, with special attention to emerging and small enterprise requirements;
28.4.3 Guide and review regional SSP implementation reports;
28.4.4 Guide and review regional reports on impact of learning;
28.4.5 Provide feedback on the implementation of the SSP at a regional level to the national office;
28.4.6 Assist in the identification of structured workplace learning opportunities;
28.4.7 Identify gaps in national qualifications and standards;
28.4.8 Guide regional and provincial learnership and skills programme reports; and
28.4.9 Identify weaknesses and problem areas in regional SSP implementation.
