| 17.1 | The Minister after consultation with the Authority may amend this Constitution in the prescribed manner. |
| 17.2 | The Authority may, by resolution of 75% of its members, recommend to the Minister that this constitution be amended in accordance with the resolution. |
| 17.3 | The Authority may by resolution of 75% of its members make a ruling on the interpretation of this constitution. |
