The Minister may, after consultation with the Council, exempt persons from performance of compulsory community service under the following circumstances:
| (a) | Where a person has obtained veterinary related post graduate qualifications outside the Republic of South Africa; |
| (b) | Where resources for performance of such compulsory community service are not available. |
