A person who complies with the provisions of regulation 5 and the professional or academic requirements for a professional post or rank, may be considered for appointment in the post and rank recommended, with due regard to—
| (a) | his or her competency and appropriate experience; and |
| (b) | the inherent requirements of that post. |
