| (1) | A promotion in terms of these Regulations takes effect on the first day of the month following the month during which the Minister, or an officer designated by him or her for that purpose, approves the promotion. |
| (2) | A member has no right to promotion to a vacant post until the Minister or an officer designated by him or her for that purpose has approved his or her promotion in writing. |
