Subject to regulation 8(2), the Council may do all that is necessary or expedient to perform its functions effectively, which includes the power to—
| (a) |
subject to the control and approval of the Secretary for Defence— |
| (i) |
determine its own staff establishment and appoint employees to posts on its staff establishment; |
| (ii) |
remunerate members of the Council in accordance with regulation 8(3); and |
| (iii) |
obtain the service of any person or entity to perform any specific act or function; |
| (b) |
confer with any person or entity; and |
| (c) |
do research and publish reports. |
