Any person who contravenes or fails to comply with any of the provisions of regulation 2, 3, 4, 5, 6, 7, 8, 9, 10, 11, 12, 13, 14, 15, 16, 18,19, 20, 21, 22, 23, 24, 26, 27, or 29 is guilty of an offence and liable upon conviction to a fine or to imprisonment for a period not exceeding 12 months.
