The Director-General may, for the purposes of this Act, in writing and subject to conditions, delegate a power, including a power granted or delegated to the Director-General under this Act, to—
| (a) | an official of the Department by name; |
| (b) | the holder of an office in the Department; or |
| (c) | a water management institution. |
