The Minister may, upon a properly motivated application by an operator or any other person to whom these Regulations apply and subject to such terms and conditions as he or she deems necessary—
| (a) | exempt such operator from compliance with part of, or all the provisions of these Regulations, or |
| (b) | extend the period of commencement of compliance with the requirements of these Regulations. |
