"business"
means the business of—
| (a) | the sale of plants; |

| (b) | the cleansing of propagating material for sale; |
| (bA) | the cultivation of plants for sale; |

| (c) | the prepacking of propagating material for sale; |
| (d) | the sale of propagating material; or |
| (e) | the running of a test laboratory;" |
